There are two versions of Sailor Moon Crystal:
The Online Net Animation/subtitled stream version & the 1080p/DVD/Blu-ray/English dub.
Around 98% of the edits you see on tumblr such as gifs, clips, memes and screenshots are all from its first broadcast in Net Animation quality.
If you wish to watch Sailor Moon Crystal in 1080p quality with all the reanimated frames, you must watch the english dub or the DVDs.
The number one critiqued episode of Sailor Moon Crystal is Act 3, which received the most key frame redraws in season 1.
(No frames were redrawn in season 3 due to season 1 & 2's success effecting a broadcast schedule upgrade.)
Due to the nature of an ONA simulcast schedule, there is more time to focus on animating the DVDs or the final TV broadcast rather than the initial online simulcast.
During season 2, five new TV broadcast contracts were initiated where they started showing the 1080p TV version, the same version as the DVD/Blu-ray.
The Net Animation version of Sailor Moon Crystal was broadcast online for approximately two weeks each episode.
The ONA was not broadcast on Japanese TV, however it is still streaming with english subtitles on hulu, yahoo view and viz.com.
