I'll try to keep this ask clean and short since I'm answering this on mobile, it's honestly hard trying to contain myself of dropping a list of characters that I think have potential, butt here a few personal underrated favs anyways:
Trigger Hawkes: (Mickey Mouse Joins the Foreign Legion 1936)
honestly the most intriguing one out of Floyd's lesser used characters, to me at least. (Maybe beucase he gives me Jigen vibes huehue- *shot)
Colonel Doberman: (The Mail Pilot 1933)
I've yet to read his original appearances from Flyode's stories as I'm writing this, but I think he could definitely deserve some recognition!
Also adding to the list two newer characters who have been shown recently. (Cuz' why not)
Teo W. baxter: (N. 3350)
bitch has a hypnotic voice that can put people in a trace, like??? That's powerful??? Personal history with Rock Sassi??? Heck yea
Inspector Irk: (N. 3403)
I love me some snarky cat techguru. I really do hope we get to see him again...maybe...*sniff
And well, heck, I might as well drop Plotti and Rick Chic into the list here as well, I love those two bastards
