In 1978, a student with a full time summer minimum wage job could, on average, earn enough to cover a full year of in state tuition and required fees at a public four year college. The federal minimum wage was $2.65 an hour, so 13 weeks at 40 hours came to about $1,378, while average tuition and fees were about $688.

Ontario Premier Doug Ford says he was inundated with calls from students over the weekend, worrying about his government’s decision to raise tuition fees and cut OSAP grants, saying he couldn’t fight against post-secondary leaders any longer.
Last week, the government confirmed it would allow colleges and universities to raise tuition fees by two per cent a year and substantially scale back the grant funding available to students.
At the same time, funding for the sector will increase to roughly $7 billion per year, after thousands of layoffs and hundreds of program cancellations across the post-secondary sector.
The expansion will enable approximately 86% of U.S. families to qualify for Harvard College’s financial aid, the college said.
The changes go into effect for the 2025-2026 academic year.
Harvard University on Monday announced that tuition will be free for students from families with annual incomes of $200,000 or less starting in the 2025-26 academic year.
"Putting Harvard within financial reach for more individuals widens the array of backgrounds, experiences, and perspectives that all of our students encounter, fostering their intellectual and personal growth," Harvard University President Alan M. Garber said in a statement. "By bringing people of outstanding promise together to learn with and from one another, we truly realize the tremendous potential of the University."
The new plan will enable about 86% of U.S. families to qualify for Harvard financial aid and expand the Ivy League college's commitment to providing all undergrads the resources they need to enroll and graduate, according to Garber.
