Ink(original by myebi) created Omega Timeline(original by dokudoki). Before, it was one of the most stable timelines of the Original Universe.
When creating Omega, Ink used the same trick he used much earlier, when he created the First Alternative Universe - Aftertale(original by loverofpiggies). He disconnected the timeline from the Original Universe and moved it outside the universe.
Ink intervened in the story, made a truce between Humans and the Monsters, and created the Democratic World State.
The universe that came out after these actions was used by Ink as a shelter for the people, who survived after the attacks of Error(original by loverofpiggies).
After Ink found, befriended and recruited Core(original Core!Frisk by dokudoki), Omega Timeline started to fill up not only with the survivors but with the unique locations which weren't damaged by Error, too.
The Democratic World State was a very conservative capitalistic democracy.
Because of the conditions that were present in Omega Timeline, the scientific progress wasn't making almost no impact on the society for a very long time. There weren't any wars, so no real needs for the resources. The whole universe was literally just a shelter, and that caused its inhabitants to not feel like they actually needed to progress somewhere.
Ink created Omega Timeline around 15.000 years ago, after Eraser(Error) got corrupted and attacked their first victims.
Omega Timeline slowly grew the first 10.000 years, sheltering more and more people and containing unique locations from the different universes. Omega was fully hidden from all of the hostile forces in this period of time. The only purposes it served were sheltering the survivors and being an operational base for Ink, since the Doodle Sphere is located inside of the Omega.
X Event(original XTale and Underverse by Jakei), the most impactful event for the whole multiverse, that happened around 5.000 years ago, made the characters from XTale travel to Omega Timeline, where they became the Council X, the main governmental body of Omega Timeline ever since.

Council X's Political System
Immediately after the coming of the Council of X to power, the old regime was completely removed and reformed into a centrist parliamentary monarchy with the Council X in the roles of the monarch and the parliament at the same time.
The currency was cancelled, and the entire production infrastructure was transferred to the ownership of the state.
All citizens are equal in rights, except for the military and scientists.
If a Human or a Monster serves (or has served) in the Military of Omega Timeline, they have the access to arsenals and hangars with military equipment. The only restrictions on possible equipment are qualifications and rank.
If a Human or a Monster works in the Lab Omega, they have the access to the departments of the Lab that study the scientific branches in which the scientist is qualified, as well as to documents of the level corresponding to the level of the scientist's qualifications, and the instruments and materials necessary for conducting studies.
History after the X Event
With the guiding hand of the Council X, the scientific progress immediately went through the roof. There were created some very complicated things, like vehicles, capable of safe travel through the interdimensional Void, advanced magical-energy weapons and defense systems, and hi-tech elements of the different branches of the infrastructure.
The entire solar system was colonized.
Extraction of resources from asteroids has been successfully started.
Hundreds of various satellites have been launched into the orbits of the planets.
A Dyson sphere was built around the Sun.
An interdimensional artillery system - the BFG - was built near the Earth.
Over the course of ~5000 years, Omega Timeline has been turned into a military state, the purposes of which were the resistance against the expansion of the influence of forces that were hostile to Omega, and protection of the multiverse.
