What she means: Does the underground have an FDA or can monsters just sell whatever they want? I mean mettaton literally sells burgers made with glitter, and how is it legal for fire to make food? Where does napstablook get stuff for ghost sandwiches from? Are their types of foods and things that poison them different than humans? They eat human foods like butterscotch and cinnamon pie, and mettaton uses butter and milk but they also sell really inedible things, who's controlling this? Did Asgore just not care and let them sell anything or was there a monster FDA, and would their laws be the same as humans?
