Remember when Thatcher abolished the municipal government of London. So each one of the 30+ Boroughs became a full local authority just like every other British county. And it wasn't until 2000 that a municipal government was re-established. Can you imagine something similar happening anywhere else? Like. For dumbass yanks, imagine if each LA neighborhood became a different county and the city government was abolished. For normal people, imagine if each of the 32 sub-municipalities of São Paulo became full municipalities, or if each of Shanghai's 16 districts gained "directly controlled municipality" status
