Reasonable accommodations can be made to help support players like you friend, but they must provide their own means of accommodation. That is to say that they can have someone with them to help shuffle their deck, but they can’t expect to rely on opponents or judges to do it for them.
I’m sure there’s some way your friend can learn to shuffle at a reasonable pace with one hand, but I don’t know any specific techniques for that myself. I do know that I’ve seen plenty of players with disabilities function just fine at events and I’m sure there’s a way for your friend to be able to participate again.
