[Richard] John shows that foreigners were amazed at the extent of the U.S. mails, that the United States enjoyed the largest and most productive postal delivery system in the world, that it developed the most elaborate distribution system then existing in the country (interlocking a Washington center, regional depots, and local postmasters), that the postal system was far and away the largest agency of the federal government (much larger, for example, than the military, except during time of war), and that the size of the postal workforce dwarfed the number of employees in any nongovernmental business firm until the expansion of railroad companies in the 1850s. John also demonstrates that contemporaries throughout the early decades of the new century regularly described the work of the postal system as absolutely critical in creating the channels of communication, commerce, and personal contact required for a connected civilization.
