An NPC from the Pathfinder setting I run! It’s called Dominion of Dragons, and is a setting where Dragons literally rule the world. Not so much as a world government, but more as individuals. It’s just. Socially expected that your leader will be a dragon (or have draconic blood)!
ANYWAY, this is the Warden Lord, a great Wyrm considered the de-facto ruler of the Ioharic Archipelago. In practice, each isle is a city state ruled by different dergs, but the Warden Lord is the oldest and most powerful, so he’s considered the highest authority in those parts.
However, he’s not interested in acting as a warlord, and instead focuses on running his Prison-island where the worst of the worlds criminals are contained, in an effort both to protect the innocent, and try and rehabilitate those he can. His people (the non-inmates who inhabit the seas and reefs around the isle) value justice and fairness above most other things, and often work for him as bounty hunters, seeking out and capturing those he deems dangerous enough to deserve a place on the isle.
The most prestigious (and infamous) of these are the Wandering Eyes, who are often ex-convicts who’ve repented and seek to make what amends they can by protecting civilians and bringing violent criminals to justice before the Warden Lord. ... Woe to the fools whose misdeeds are great enough to draw the Warden Lord to apprehend them himself.
