hey, i'm new in les miserables fandom, but i can't write or even remember all these complicated french names and words, do you need to be from France to do so ?

In short: no, you do not need to be from France (I am very much not). The best way to remember the names is simply to read them, and if you read the brick, fanfic, or engage with the fandom here on Tumblr, you'll pick them up quickly. If you want to learn to pronounce them, the musical is a great option for listening to the names said aloud (especially the 10th anniversary concert album). There are also lots of guides on the internet on how to pronounce the names. If it's places, wikipedia has a wealth of information about the history of Paris that is generally accurate. As for French words, if you don't want to learn to speak French (understandable), there are plenty of pronunciation guides/videos online, and the more you do it the better you get.
Also, many of the characters with more complicated names (as opposed to Marius or Cosette, which I think are pretty simple) have nicknames that are easier to remember (see R, E, Apollo, Jehan, Courf, Ferre, ect.)
Also also, there's no shame in not remembering. Enjolras is my favorite character and I relate to him in the depths of my soul, and I called him Eggplant in vocal conversation for the first few months of being a Les Mis fan.
