Wife and daughter were outside working on fixing and adjusting settings in the car in the driveway. They left the car to go inside and heard a man yell out “Bitch, your house is going to get burned down” Wife turned around to look and saw two adult light skinned bald head mexican males at the end of the street. One in one house and one in another house standing on either side of their fence watching and recording with a cell phone. 

None of these males are known to us by name. One we know of by a nickname, Shorty (06). He approached with his cell phone still running. Wife told him we were going to call the cops and he said to go ahead he had a relative within the kern county sheriff. He had two who helped him out and kept him from getting in trouble, protecting him. He claimed we’d had him arrested three times. He claimed we’d made false phone calls to them. 

He threatened to burn our house and called my wife and daughter bitch with no provocation. He told us to leave the neighborhood because no one liked us complaining. The only things we’ve ever complained about is about the extremely loud filthy music they play for the whole neighborhood.The officers name who he says is a cousin was Victor Garcia. I didn’t catch the other name.
