Ah- well I’m not an expert by any means but the way I went about it was this: I got training first and foremost! before you create your demo reels and look for an agent you need to hone your skills! You can look to see if there are any studios in your area offering VO courses and attend those (usually a four week+ course can be a couple hundred bucks) or you can look into online courses as well. A lot of VO’s supplement their incomes by teaching others, so there are tons of great options there! These are two that I know of:

Jesse Inocalla was my VO coach and helped me get my demos slated! Of course there are tons of other options that a bit of googling and research can open up for you.
Look into purchasing a decent mic for yourself! This can be a great practice tool as well as a future tool to record auditions with! The Blue Yeti mic is the most popular brand used by new VO’s as it’s functional and inexpensive! You’ll also need decent audio recording software such as Adobe Audition or the less advanced but free Audacity.
Once you’ve received your training and feel you’re ready, it’s time to slate your demo reels! This can be an expensive process as you’ll want to get them done professionally and that can cost upwards of 1k + so that’s something that you’ll have to do research on to find the best option for you and your budget.
After your demo reels are made, you can start submitting to agencies! It’s important to look into each agency you want to submit to to make sure that they’re the right kind of representation for you! You can also, if you don’t feel you’re ready, look into indie games who are looking for VO’s! It’s a great way to practice your skills and your demo reels with come in really handy in those situations as it’ll put ya a step ahead of those who don’t have any!
