What if Peter was aware that Red went to a ballet recital that Liz was in? He calls her Red’s prima ballerina. But he didn't know what the connection was before. He does somewhere between Fitch’s death and Liz in the box. 

Fitch said they could have killed Red at any time. Possible they noticed when he and Liz crossed paths.

But Fitch and Red made their deal. And Fitch kept the rest from going after Red. So Peter may have wondered why Red 'followed her around' but it didn't really matter anyway. Red and the Cabal kept tabs, but left each other alone. Red working with the FBI made the voting members nervous, but Fitch kept them convinced it was in their best interest to leave Red be.

But once Fitch died, Peter moved to eliminate Red once and for all, fully believing Red was bluffing. No need to have him around mucking up the works while they're getting ready to re-ignite a Cold War.

The vote is taken. Red is shot.

At some point they learn who Liz is and decide to use her as well. A convenience, really. I believe they knew who she was when they saved her in the harbormaster trial. Otherwise there was no need. But that’s still theory at this point.

been too long since i had a good vomit. some people think there’s no such thing but i think you’ll find those people have invariably vomited more recently than i have.
