The battle against Awakened Rosemary is no joke. She was a former number one and therefore comparable to an Abyssal One.
Since Rosemary had awakened before giving her black card, the pigment in her hair and eyes would’ve been apparent. She would no longer have pale hair and silver eyes. This means the person who received her black card knew that she had awakened and Teresa was sent to fight someone on an abyssal level. Teresa rarely released her yoma power to fight. This could’ve been the organization’s attempt at ascertaining her ability. How they decided that her ability exceeded Rosemary’s to even give her the number one rank is a mystery.
