When liberals talk about free lunch and republicans talk about vouchers- in order to really understand what they’re talking about- you have to understand how schools are funded.
Schools are funded by state, local and federal funds. On average, 13.6% of funding comes from federal (national) funding- straight from the US Government. 3.26% of funding comes from state government sources. 42.7% comes from local government- your city, your town, your county.
However, this varies by state. In Colorado, 93% of funding for schools comes from local sources, 2% of funding is from the state, and 5% comes from the federal government.
At the federal level- money is given for specific programs such as the Federal Free Lunch Program (this program only covers students with families under a certain income) or programs for students with disabilities.
State funding is where things start to get messy. A lot of education funding comes from the general fund. This is a fund allocated for education in the state- but isn’t specifically allocated to specific programs or goals.
Some states use this money wisely. Others use this funding for different purposes- ones not related to schools at all. Some states save it and don’t use any of it.
Local governments also have an education general fund that goes to “education” but it’s up to district governments to decide what that looks like. Some school districts pay a lot of money for field trips and excursions- some school districts have to use their funding to fix old pipes or replace outdated textbooks or finally hire that music teacher. Some school districts provide “vouchers” so students who attend private school can apply their cost-per-pupil to their private school- instead of the public school districts.
This is why students in Beverly Hills receive a very different education than their counterparts in Tucson. This is why people want to move to places with “good schools”- they have the best schools because they have the highest property taxes- meaning the best school funding.
Whether this is for the benefit or the detriment of the students is up to you- but in order to make lasting and sustainable changes in education we need to be aware of how education is funded.
