One of the enginseers who maintains the generatoria on our hab block is giving people free tattoos, as long as the tattoo you want is a dragon. Is this against doctrine or is it just weird?

If they are electoos, it is against doctrine as only those who have been deemed worthy of the motive force may possess them. if it is not, then it is simply strange. Although depending on the dragon it may be heretical.
