it’s pretty difficult, but free transforming by using the percentages up at the top — so changing it from 100% height and width, to 120% for example, might help a little, and then smart sharpening after

Try converting it into a smart object first before transforming it. Then sharpen/surface blur accordingly.
I tried both and it just makes it look like crap. Usually when the texture is too small, I'll put more than one copy of it on the same picture but on the one I'm trying to use, you can see the edge of the texture (even when it's set to soft light or screen) and it's ugly. But thank you for your suggestions.
