can people be born as werebeasts or can there only be more of them through infection?

Different were beasts have different rules!

Werewolves = if both parents are werewolves, the kids will have it too. Also, due to the nature of werewolfism, it's difficult to share bodily fluids to make a baby without sharing enough to infect your partner with werewolfism. As werewolves can be made by birth or bite, there are LOTS of them, which is why the werewolf department at the Institute is larger than most of the others.

Werebears/berserkers = runs in the family, cannot be passed by infection.

Werebats = only infection; a werewolf bites a vampire. Werebats cannot infect victims

Selkies = born this way, no infection involved
