Firstly, take a pan and add water. When water boiling add penne pasta, salt and oil. 2.) Cook pasta till 90%. And remove water and rest the pasta. 3.) Take a kadai. Add butter and capsicum. Roast on high flame for 2 minutes. Then remove it on another plate. 4.) In the pan, add maida. Mix it well and roast for 1 minute. 5.) Now add milk and stir continuously. There are no lumps. And boil for 2 minutes on medium flame. 6.) When gravy starts thicken, add salt, black pepper powder, mixed herbs and red chilli flexes. And mix it. 7.) Add roasted capsicum and grated cheese. Mix it again and cook for 2 more minutes. 8.) Then add boiled pasta in it and mix gently for 1 minute. 9.)
