at the start of the war, it becomes clear that most Jedi (and the new set of Republic navy officers) are not prepared to manage a war
to help remedy that lack of preparation, Obi-Wan and several of the Jedi with prolonged combat experience sit down and write up a guide for their fellow Jedi on how to best manage resources and keep yourself balanced, etc, very much in the style and tone of the Art of War
it proves incredibly popular and effective, not only among the Jedi who were the intended audience, but also for the new classes of Republic military personnel (and even to the general public, when a few copies were leaked)
after the war though, Palpatine's new Empire sought to scour any reference to the Jedi from the public consciousness, and seriously contemplated banning this guidebook despite its utility in their military academy classrooms
Tarkin, smug bastard that he is, came up with a (self-serving) alternative solution, which the Emperor summarily approved: keep the guide, but replace the authors' names with his own
Tarkin, notably, had not actually read the guide, thinking himself above needing such rudimentary lessons; unfortunately, this meant that the unedited guide, including the numerous references to sharing your frustrations and grief with the Force and seeking to understand your opponent's goals and philosophy so that you can seek a peaceful resolution without drawing your lightsaber (for the love of the Force guys please try talking first if at all feasible before resorting to bombs)
and so this book containing Jedi philosophical teachings was not only endorsed by the Empire, but actively distributed to all its military personnel who achieved any sort of officer status
this lasted the full term of the Empire's reign
the overwhelming majority of Imperial defectors to the Rebellion cite the text as crucial to their decision to switch sides, as it was formative for their sense of justice and how to best approach their jobs, in clear contradiction to what they were seeing from their nepo baby coworkers and commanding officers
this leads Luke and his generation of Jedi to desperately seek the text out, hoping to find this connection to their heritage and the teachings that were lost to them
