So what’s the basic plot/plan for Willow Abernathy in general?

basically willow is Haymitch’s daughter, her mother died when she was an infant and while everyone else says it was an accident, Haymitch insisted it was Snow (still does), and his drinking got a lot worse after that. He trained Willow from a young age so that if she got reaped she would be able to at least stand a chance, but somehow she never was.
Despite everyone insisting that her dad is crazy, Willow always believed him about her mom’s death, so she was always more against Snow than the average person. She started to make connections with various rebellious-leaning victors during tours because, being the child of the only victor in her district (and generally being seen as angsty but harmless and frequently less than sober) made it slightly less suspicious for her to talk to them, though they were always careful because of Snow having eyes and ears everywhere.
For reasons that have yet to be determined, she is ‘cordially invited’ to join the mentors during the Quarter Quell – Haymitch believes that Snow intends to kill her if any of the tributes or mentors act out too much, and he’s probably right. However that’s still when Willow starts to really piece together the rebellion plot and is instrumental in getting victors out of the arena
