If I control Vizier of Remedies and Winding Constrictor, and something tries to put a -1/-1 counter on one of my creatures, what happens?

You choose the order in which the effects will be applied. 

The order doesn’t matter if the effect would put two or more -1/-1 counters on the creature, since both effects will still end up applying and cancel each other out and the creature will just get the normal amount of -1/-1 counters.

If the effect would put exactly one -1/-1 counter on the creature, then applying Vizier of Remedies’ effect first will mean that the effect is no longer placing any counters and thus Winding Constrictor’s effect will no longer be applicable. Applying Winding Constrictor’s effect first will change the one counter into two and then Vizier will knock it back down to one.

Topi’s Daily Card #887:  Winding Constrictor

There’s a new fun snake in town, and Winding Constrictor is a great addition to tons of decks.  Atraxa, Maren, Ghave, or any other deck that wants to have counters has this guy as an auto include.  Just bumping up all counter placements +1 may not seem like much, it allows you to just boost anything, which unlike hardened scales just dealt with +1/+1 counters.  This’ll also help you boost experience counters in addition to the obvious energy counters, and as a downside, it’ll boost any poison damage you receive.  It’s a lowly small creature, but for only two mana, the amount of synergy it can give to your other cards is just astounding.  Expect to see this guy everywhere, and get a foil if you can if that’s your thing.  This snek is bound to be good and stay good for a long while.
