The top photos show the mechanism, the second the area affected, and the bottom two photos an example (Alfa’s) of a modern programmable tool for applying presets -- vs a simple T-handled allen or speed wrench which have also been used.
There is a calibration between a click of the adjuster and applied points of downforce but, as it varies per team, drivers and teams openly discuss how many front wing turns, or partial turns, they’re going to try during practice and the race.
