I think I saw a post about this before(I don't remember tho who posted it or what), but/and honestly the more I look at it the more I agree....

I think the College of Winterhold building was once of Falmer/Snow Elf Architecture. or like the remnants of one and rebuilt with some Atmoran/Nord touch to it.

It looks similar to the Forgotton Vale/Auri-El's Chapel(+Inner Sanctum) Architecture.
