The claim has been made that Patchouli Knowledge of Fragment #14982 of Sea Cluster #45 shall be elevated to the title of Voyager Witch and will be subject to both its consequences and privileges. This promotion was submitted to the Witch’s Senate on 1:50, July 23, by Lady Bernkastel of the Witch’s Senate.

As long as the following possibilities exist, it is possible that the Piece in question will not receive a promotion and continue existence at the Piece level:

·       Lack of qualifications

·       No singular home Fragment (see detail in objection above)

·       Insubstantial magical potential

Deliberation between the great Witches of the Senate continued for a Fragmental cycle. 

Discussions opened with the prosecution insisting that Ms. Knowledge does not have the qualifications to rank up to Voyager status, as she does not hold the title of Game Master. The title of Game Master in Fragment #14982 of Sea Cluster #45 is currently being held by Ms. Yukari Yakumo, the creator of the game board in question and majority holder in the Cluster. (From Great Court’s Internal Documents: General Affairs B34#1021) It was further argued that the ranking up of Pieces two levels, bypassing Game Master entirely is mostly unprecedented, with only four other recorded Witches able to do so. Without the title of Game Master, it was stated that Ms. Knowledge, having never directly challenged Ms. Yakumo for her title, lacks the drive necessary to continue on as a Voyager.

However, Ms. Patchouli’s sponsor, Lady Bernkastel, argued that precedence is a negligible factor in considering the possibility for promotion and should be disregarded. Furthermore, Ms. Knowledge has  been acknowledged by Ms. Yakumo herself as someone with potential during Ms. Knowledge’s uninvited entry into  Gensokyo (Bernkastel Documents: Page 4). Deliberate acts on someone with Ms. Yakumo’s power is foolish without proper planning or understanding, and to take inaction as indicative of a lack of ambition has no logical ground. 

It was then deliberated how Ms. Patchouli would sustain herself in the Sea on the possibility she was promoted, for she has no Game Boards of her own. This concern, however, was invalidated due to the library Voile under Ms. Patchouli’s name (From Presented Evidence #9). While Voile is technically located in the Scarlet Devil Mansion and owned by Ms. Remilia Scarlet, it is known as Ms. Knowledge’s with a Fragment-wide consensus (From Supplemental Materials T:05). Voile’s size and capacity is enough to be considered a universe itself, and while it is constrained by Fragmental limitations, it is distinctly its own location and can serve as a proper base despite it not being a separate Fragment.  

The Court was presented with evidence that while Ms. Knowledge has substantial awareness of elemental magics, she does not possess the abilities to navigate the Sea, as she has attempted previously and failed  (Great Court’s Internal Documents: General Affairs B34#2378940). It was argued that such an outcome is only natural, as Pieces lack the ability to jump between Fragments without relying on either the Game Master or a fellow Witch’s power. While the act itself roused objections from the Great Court of Heaven, it was summarily disregarded by all members of the Senate present, under the rationale of being too “stodgy” and “boring”. A review of Ms. Patchouli’s powers relative to her fellow Pieces shows the potential to hold her own even against the Game Master.

Due to the result of the submission for promotion (#8517), the following has been determined:

Patchouli Knowledge of Fragment #14982 of Sea Cluster #45 is promoted from Piece to Voyager Witch, and is subject to the laws of the Senate and the Sea. Under the circumstances, her full title has been reviewed and approved and she shall henceforth be known as the “Witch of Knowledge and Shadow.”
