Difference between mqsicreatebar and mqsipackagebar
mqsicreatebar: compiles all the resources into one bar file before its deployment to the broker
mqsipackagebar: provides the ability to package pre compiled resources into a bar file before its deployment to the broker. This command was introduced in WebSphere Message Broker v8 and is shipped with the runtime and not the toolkit (meaning the toolkit isn't necessary for packaging resources anymore)
