The hood IS part of their body, it’s mostly loose skin/fur and fat, but there are a few muscles/tendons that keep it in place when it’s up so they can swim

Not a specific regimen but they need to keep their fur neat and oiled to stay warm in the water so most cull have multiple combs and brushes, they’re often seen brushing their own fur/hoods, and social grooming. There also isn’t much fresh water near them so they bathe themselves by rubbing with snow and ice

If they don’t clean their hoods that often they DO start to accumulate salt and other minerals!
