I think worldbuilders should be a lot more willing to just stack words on to their description of systems of government
Just look at the systems we have IRL, the United Arab Emirates is a Federal Islamic Parlimentary Elective Semi-Constitutional Monarchy with a President (technically a heeditary elected monarch), Prime Minister, and two Vice Presidents
The average fantasy worldbuilder's brain would melt trying to conceive of such a thing
