I actually think spoils of war is a playable card. Currently, you can purchase a copy of this card for about a dollar and I think this price has room to grow. I could see spoils of war becoming a five dollar card should a commander come along that is a perfect fit for this card. Right now, this card sees play in less than 200 decks according to edhrec and that is criminally underrepresented. This card has a unique and strange combination of effects and I can forsee a potential commander in the future that can take advantage of this card if it can utilize all aspects. First, this is an x spell. Any deck that has an x spell matter theme such as zaxara the exemplary can play this. Zaxara also utilizes +1 +1 counters which spoils of war also leans into. I was surprised that Zaxara is not mentioned as one of the top commanders for this card and I would suggest you give it a try. This card can also see play in decks that mill. Could radiation decks use this card as a finisher as those decks mill opponents and gradually deal damage? Could it see play in a dimir mill deck as a finisher or an alternate win condition if you cannot completely mill out the opponent? One important thing to note about his card is that it can target any number of creatures. Could a heroic deck utilize this or could the fact that you can also target your opponents stuff be the way to break this card? Marchesa the black rose decks play this because it is an easy way to put counters on everything so you return them to your side of the field. Horobi death's whisper likewise uses this card as a one sided board wipe. However, king of the oathbreakers uses it on its own stuff. I think there are cheaper and more efficient ways to target all your own spirits but this is an option that can turn all your spirits into game ending threat. Spoils of war already has a few decks it can slot into and I think this card is just waiting for the perfect commander. When that commander is eventually printed this card might spike. I wish this card exiled the cards after sp it could also function as graveyard hate but this allows you to continue to utilize the opponents graveyard.

X can only be 0 when you cast a spell or copy of a spell without paying its mana cost.

How are spells with 'X' in their CMC checked on the stack? Example: casting Sphinx's Revelation and paying 5 for the 'x'. Is this spell's CMC 8 on stack?

The value of X while the spell is on the stack is the value that was paid for X. So the CMC of Sphinx’s Revelation while it’s on the stack is 8 if you paid 5 for X.

The value of X everywhere except on the stack is always 0.

if you play a card that says play a card with out paying its mana cost and you use it to play a card with x in the mana cost, is it unlimited? Or do you have to tap your own lands for the x?

Neither. If you cast a spell without paying its cost, you do not pay anything for X. The value of X is therefore 0.

How does Heartless Summoning affect X costs for creatures like Savageborn Hydra or Protean Hydra?Do I get two extra counters or would I just get what I tap for?

When casting a spell, including one with X in the cost, you determine the value of X before you decide how to pay for it.

So: If you decide you want to cast Protean Hydra for X = 5, and you control Heartless Summoning, the cost you must pay is 3G.
