These people are slaughtering dogs for their meat.
In the pic where the guy is holding up the dog by the neck, he’s protesting against the animal rights activitists who came to try to stop the tradition.
In the other pic is another situation where they beat up dogs in public until someone pays money to stop it. The woman was actually trying to beg them to stop killing the dogs and in the end she got beaten up by the sellers.
