IF HE HADN’T GIVEN KATNISS THE BREAD NEEDED TO SAVE HER LIFE HER AND PRIM WOULD NOT HAVE LIVED TO THE REAPING WHERE PRIMS NAME WAS DRAWN AND SHE NEVER WOULD HAVE VOLUNTEERED.

Moral of the story: WITHOUT PEETA THERE WOULD BE NO CHAPTER 1.
