WCU!Tim is a clone created by the LoA using Jack Drake and Bruce Wayne's DNA.
Ra's wanted to make a clone of Bruce and have it spy on him uhh for some reason idk yet, so he replaced 10y/o OG Tim Drake with the clone. He didn't want it to look exactly like Bruce so he used Jack Drake's DNA and any changes between OG and the clone were chalked up to puberty.
He followed around Batman and Robin because he was "programmed" to.
But Ra's uhhh didn't account for?? the power of friendship??? Idk. This is just for fun.
Bruce knew Tim was a clone since he became Robin. Tim wasn't told for a WHILE.
Tim now knows he's a clone, but not who created him or why. It is not public information that he's a clone.
