Headcanon #1 - Mark sometimes like to let his hair grow until Cesar say something about it. When he does, Mark cuts all off on purpose just to piss him off. He does all that due the fact that Cesar thinks Mark looks good with long hair, and when he cuts it, he already got too used to seeing Mark with long hair.

He hasn't assimilated that Mark does that on purpose, that's what makes him even more pissed off - he thinks he's just unlucky
