Yes, systems of all kinds can have a core. Having a core does NOT inherently mean they're one person that split later. They can be the systemmate that most closely identifies with the singletsona, that identifies with the body's name, sees the body's family as being theirs, has the most attachment to the body and its general appearance and wellbeing, etc. They can be, in a system of mostly fragments, the systemmate that has the most integrated parts. In a P-DID system, they can be the front stuck primary person who experiences dissociative intrusions from other systemmates. In OSDD-1 systems, a core can be one of the systemmates that's closest to the "default personality" that the others are variations of: for example, a core could be the systemmate that ages with the body while other alters are variations stuck at different ages.

None of that, not even systems that do have a core in the most commonly understood sense, conflicts with the theory of structural dissociation. Having what the theory states are "unintegrated action systems" doesn't mean there can never be any action systems that integrated early on at all.

And of course that theory does not even apply to most endogenics. Because endogenics aren't plural due to structural dissociation. So of course they can have a core or primary.

we used to but no longer have a core, because they ended up fusing with another guy (me) and now i have "core memories" i guess but i don't consider myself a core. however! yeah this is a based take, any type of system can have a core.
