Two questions:

Is Papa’s facepaint on the masks a permanent part of the masks, or do they put makeup on the masks just like a human face?

Also, I seem to recollect reading that the Popia ghoul masks originally had a beak-like covering over the mouths. Can you expand on that? What was the story with that?

It's permanent and it's acrylic paint.

In the first promotional photos for Impera, the ghoul masks were different, they indeed had a beak-like covering över the mouth. They looked a bit more like the original Bob Basset mask they were based off.

The photos were taken in June 2021, but ghouls debuted their new look on stage in January 2022 - there was plenty of time for changes and adjustments. Mind you, each mask is different and made individually according to the musicians' wishes and parameters.
