this character is a Sennerin, which is, in short, a regional variant of the milkmaid, from Austria/the alpine region of Europe. During the summer months, it was her job to move to alpine pastures, primarily completely by herself, to take care of dairy cattle. There’s also male Senner, but of course the female Sennerinnen were highly romanticised and mythologised, and the object of many a fantasy.
I highly recommend looking it up if you’re interested, though unfortunately information in english is quite limited!

There’s many Bavarian/Austrian paintings from the late Romanticism period (late 19th century) depicting Sennerinnen, which I am not the biggest fan of (because there’s men in there) but you can get a pretty good feel for the Sennerin character/symbol from them. Which then made me want to take the concept and make it sapphic
