Sorry lol these are just my opinions and I didn't know! I sort these characters based solely on how I view them. I figured that considering all of the things that Penelope went through and how she handled them proved her place in Gryffindor.

As Franklin Roosevelt puts it, "Courage is not the absence of fear, but rather the assessment that something else is more important than fear." Throughout the show, Penelope is faced with several setbacks and discouragements, things that are reasonably scary. However rather than backing down, she stands tall and fights for what's best for her family and for herself.

Your statement isn't wrong though!! Hufflepuff indeed suits her well. I believe that she fits comfortably in either house, I just personally see her as more of a Gryffindor.
