from a programming perspective, it's more likely there's just a base class for a playable character that happens to be used to instanciate goku directly, and is inherited to make other character classes so it's likely less that characters go ask goku what to do, and more that every character just is goku with some stuff added on top

its tangential beyond relating to Waluigi, but speaking of funny upside down L man and his music; never not going to be funny how blatantly the Waluigi Stadium music in Mario Kart Arcade GP 2 "borrows" from Everybody in the Place (Fairground Mix) by The Prodigy. Namco are the actual devs of that game + a lot of Namco composers had genuine respect and love for the rave music coming out of europe + the US so it's not exactly surprising, still funny tho
