Depends on what you consider more dangerous.
Hannibal is methodical and meticulous in almost everything he does (i.e. things unrelated to Will), and he's entirely willing to kill his friends if he deems it necessary. He's also consistently devoted to carrying out his plans to kill someone, and will wait years, if need be, until the opportune time to satisfy his flare for the dramatic. So if you're on his shit list, you will die, regardless of where you are or how long it's been since you saw him.
But he's also prideful, not prone to deviating from his murder plans when it comes to targets, and will usually only kill someone that he's already met in person because it better satisfies his ego to hunt down someone who previously deemed him as unthreatening.
He's also unlikely to hunt down random people who just happen to fit a certain niche (part of why he's so difficult to catch), because it's not as satisfying to him. Killing isn't a pathology for him, it's a tool to satisfy his superiority complex, which means that he could go years without killing anyone and still be satisfied, so long as he has something else to fill the gap.
So, I would say that, as long as you don't live near him, aren't regularly rude to strangers, and aren't connected to Will in any way, Hannibal doesn't pose much of a threat in your day-to-day.
Will, on the other hand, is erratic. He's unpredictable, to others and– even more dangerously– to himself.
It's incredibly hard to predict his next move, because even he doesn't know what his next move is. When Will is caring or sympathetic, he often believes his feelings are genuine. And sometimes he is genuinely caring, genuinely injured, genuinely seeking connection, genuinely in need of help. But it's a toss up. He's just as often likely to be faking it (and faking it incredibly well). It's very easy to fall into the trap of trusting Will Graham.
And Will gets angry, too. It's part of why he's so erratic. He's vengeful and he lashes out, sometimes seemingly at random. He's just as likely to help you in one moment, as he is to push you to your death in the next.
We see it with Alana, with Jack, with Frederick. With Hannibal. He seethes at Alana for trying to warn him away from Hannibal, then lays a jacket over her broken body to protect her from the rain in Mizumono. He helps Jack try to catch Hannibal, then fantasizes about slitting his throat at Hannibal's dinner table. He works with Chilton to catch Dolarhyde, while simultaneously stringing him up as bait. And he's constantly fluctuating in his desire to both pull Hannibal closer and kill him outright.
Most importantly, though, Will is addicted to violence. He craves it, and it's what he understands. He chose to put himself back into the field, despite how much it was "hurting" him, because it allowed him to play out his violent fantasies, while still carrying the torch of a "righteous man". Even when he went to "say goodbye" to Beverly, he tells Jack explicitly that he had no plans to investigate her death further. He just had to fantasize about killing her before he could let her go.
Furthermore, he also has sway over Hannibal's behavior and he knows it. He likes it, too. He goaded Hannibal into killing Mason, and from the way he kept Masons mutilation a secret after witnessing it firsthand, we know it was for selfish reasons. Hannibal will behave in ways that pleases Will, regardless of the consequences, which is a much more dangerous Hannibal than usual.
And we also know that Will orchestrates bad things to happen to people who try to have a connection with Hannibal: Chilton, Gideon, Dolarhyde, Bedelia. He's incredibly jealous and possessive when it comes to Hannibal, and that jealousy supersedes his loyalty to other people. He'll plan someone's death, or forfeit someone's safety, so long as it brings Hannibal's attention back to himself.
But Will is also less skilled at killing people (and getting away with it) and his violence is usually reserved for people that he hates or who he feels deserve to die (Bedelia, Mason, Frederick, Hannibal), so an annoying-but-innocent person is not likely to die by his hand.
Ultimately, I would say that Hannibal is the most dangerous before meeting Will, Will is the most dangerous after meeting Hannibal, and they both became significantly more dangerous after having known each other.
