Imagine Naruto rebuild uzushio. Making it a safe haven for individuals who lost everything due to the war, as well as orphans and those who are ostracized for their differences, such as being gay, lesbian, or transgender. These are people that society often considers unacceptable.

Helping rebuild villages that had been decimated by war and providing a safe place for so many people who have nowhere to go or don't seem to fit anywhere definitely should've been one of Naruto's top priorities as Hokage when he's lived that in his own skin. Rebuilding Uzushio would've been a really interesting and honorable way for him to improve something in the world, OUTSIDE of Konoha, and allow him to reconnect with his roots and his mother's background.

I do think Naruto would have to go through a bit of an awakening himself to understand all the faces of other types of "outcasts." As kind and caring as he is, the people who have come across his life and whom he had empathy for have been suffering a lot, and yet many of them share the same suffering patterns as he does. This is to say that, for him to create a village where everyone is welcome no matter what, Naruto would have to encounter several different types of people and open his mind a little, if you know what I mean? Because while he is smarter than many give him credit for, he is also a bit naive and ignorant (or pretends to be), so he would have to learn more about life and other types of love and other types of pain and struggle that he knows nothing about.

To bring all these different types of outcasts together and change the world's view of them, he would have to learn to empathize on a deeper level so he can spread the message of love and compassion the right way and help everyone be accepted, while hopefully understanding more about himself as well in the process, so it's not all talk-no-jutsu to make himself look good and there is actual growth

But well, ideally, this would be one of the many powerful ways Naruto would want to improve himself and the shinobi world, for sure. Not just in Uzushio, not just with outcasts, but I do think he would fight to actively change people's minds and make the world a better place, filled with understanding and acceptance toward a future where everyone could live without fear and be whoever they want to be, whether they have a stained past, belong to an "outcast" community, suffer from disabilities, belong to considered dangerous clans, and so on.
