It’s a type of dancing done to brass band music in New Orleans

What’s the string for? Why do they like dance on each side of it?

The string serves as a divider. People outside the line are spectators( second line) while the ones inside are the main section of the parade. In the vid they’re pretty much having a friendly dance, mildly competitive. Peep when the off screen voice says ‘Don’t let them young boys get w you’.
