The November 5th Uprising took place in November 5, 3542. The in-play time is 3544 (in fluid time), so that makes it 2 years since the attack.

what kind of transportation is there? how do people get around? is there a public transit system of sorts?

There are cars, motorcycles, and even planes in the world of Veridis/Quo but instead of fuels, they run on electricity. In Lycros, as in most city-states, there is also a network of bullet trains that run through the entire city. Rather than go underground like the subway, they run above ground (kind of like the Seattle Monorail). 

Meanwhile, the transportation system in Subterrean is somewhat different. Because it wasn't really created to be the mini-city that it's become, there are no roads or provisions for that sort of thing. It's mainly just a labyrinth of confusing alleyways that'll be easy to get lost in if you don't know the area well. Without an actual government or anything to do public works in Subterranean, the normal mode for transportation is really just walking. That being said, there is one working railway there. It was originally built to ferry archeologists and other excavation workers from one end of the site to the other, but now certain people use it with makeshift carts to get from the North end of Subterrean to the South.
