So what's the story behind bush root design for the "LET'S GET DANGEROUS" special?

The story is that the “Twin Beaks” episode of Darkwing Duck absolutely traumatized me as a kid and it felt like a fun opportunity to play with that version of his design.  Also liked the idea of him being a bit more primal/elemental, like Swamp Thing, a man trapped inside a monster.
