Oleander flowers in nature are deadly , but they don't affect humans a lot (low chances of dying with an oleander flower )
Oleander can cause : nausea, vomiting, excess salivation, abdominal pain, bloody diarrhea, and irregular heart rhythm. Prolonged contact with sap may cause skin irritation, eye inflammation, and dermatitis. (Wiki)
Oleander grows in warmer sides of the black sea (aka Arabian Peninsula and southern Asia but got transferred to North America for 'beauty' views)

Backstory:
Oleander , originally as a kid , she didn't know any better, stayed with her family and sticked with them like poisonous flower bouquet , until when they had to escape the forest , she got separated because she was distracted by a butterfly (Monarch butterflies) , which caused oleander to get captured by hunters and some doctors.
Her family went looking for her but could find her because it was far late , oleander was now a 'pet' in the doctors care.
As for what they did?
The doctors started taking blood samples, taking the flowers that grows from oleander heaf, and they also cut her hair, took off her skin and did so many scars on her back and arms and legs, trying to discover what she is and how is she what she is? Her blood is yellow, 'poison blood' they called it, some doctors did vomit from the blood that came on their skin,
Some tried confronting oleander about what she is but she herself doesn't know . All she know that she grew up the way she is ,
(Reality she was a human one of these days and held oleander flowers and was later transformed to what she is now,) (she was a child when that happened, that's why she can't remember)
After a long while from the experiments that has happened on oleander, she figured she could hypnotise others, so she used that in her advantage to escape the laboratory she was kept in as a pet ,
Hypnotising wasn't easy, she had to train on the others with her, in order to escape, which took her a while
In that while, doctors kept a close eye on her because they felt something off was gonna happen, and they were right , because oleander had escaped, taking few others with her as distraction , she managed to Hypnotise a huge amount of doctors and guards causing them to pass out and get poisoned as well, once oleander had escaped to the forest, she went looking for her parents, but she couldn't find them, they all had fled,
Oleander was too weak to stand, she was sleepless, hungry, has blood loss, so many injuries, and she was dizzy, she ran and ran deep within the forest, until she passed out near a huge amount of bushes and trees, she laid there, lying on the ground, and her blood around her made something incredible, some bushes that were normal became oleander bushes, and that healed oleander herself,
After a while she woke up feeling all better from before, but she was still, young, so she had to learn stuff on her own, but she was terrified humans will see her and capture her again, so she started to stay in the forest more often and doesn't interact with humans so they wouldn't know what she is or who she is, because in their eyes, she's a monster from witchcraft that must be killed and/or burned.

Lore wise within game :
Oleander appears in day 3 , when taking other routes , she gets unlocked (If this became real ill be happy asf)
When player (Y/N) meets another person looking like mycheal, they be surprised , but oleander she sees the player, she gets a bit confused, but she walks away , later when player tells mycheal about this person , he feels threatened , because why would the player interact with her?!
Mycheal tells y/n not to meet her, but y/n doesn't listen , taking more time with mycheal , y/n decides to meet oleander , which they find her laying in the forget-me-not meadows , just peacefully calm , but she hears them and runs away, y/n chases after oleander but they end up passing in the oleander field , so many flowers and overwhelming smell, made y/n pass out, and oleander in return peeks her head seeing them passed out, she leans closer and takes them to her house, to heal them from the poison they inhaled, after y/n recovers and sees oleander, they get surprised she looked like mycheal, 4 eyes, tail, and horns, but oleander flowers instead of mushrooms, oleander just admires them and calls them 'butterfly' which y/n gets confused about the sudden nickname but they don't push it ,
Oleander gets more and more closer to y/n , which alone made mycheal feel threatened because not only y/n disobeyed his only request, but because oleander is mycheal ex, which in any other cases, surprise , they dated and broke up (duo to oleander care for another and is trying to protect them from themselves </3 and they broke up because of that) [this is not canon btw about the dating thing :) , while mycheal is Asexual , oleander is pansexual and aromantic keep that in mind !!]
So far everything is okay, while y/n doesn't understand why oleander is so attached to them, but they don't push it, and oleander in return just smile and stays with them because she's just a clingy dog that needs constant attention or she'll cry </3
