File 001: What is a Wouskull?

Definition of a Wouskull: A living mistake either born, made by humans and or other species, normally dangerous, approach with caution or hide carefully
"Oh don't worry, I know that this looks scary, and it is, but you are well protected, moving on"
How are Wouskulls created? How can one be defined as one?: Wouskulls, as mentioned are sometimes created by humanity, ok most of the time, but they can also be aliens that come through from different dimensions, as well as be birthed from Mother Nature herself. What makes a wouskull a wouskull narrows down to three traits
1. They have inhuman powers or skills used most of the time for hunting
2. They are outside the norm for looks and features
3. They have been sent to Leto by the God Blagden
"Fun isn't it? This information was hard to collect, now I know you must have questions, such as where did these things come from, when did they start appearing, why do we see the need to learn and research them? How many are there? And finally, why is all of this is secret? Well keep reading and you'll see"
Where are these creatures come from?: Normally they can sometimes be sighted by the people of this world, but on the rare occasion, they emerge from the portal in a guarded room of this foundation. But all originate from the place called Leto, sent by Blagden and released into the world.
When did they start appearing?: The first sighting of one was on January 2nd of 2010, it was a large birdlike creature, sighted by a high school girl who was on her way home, according to what the reports state, it took weeks before anyone saw it and the tale made it to the papers after that more and more came by the load.
Why spend time researching them?: Well in 2015, five years later, the government saw that we now had the problem of overpopulation on the planet. So they came to this agency, knowing we had some sort of knowledge that could help. But all of sudden appeared a white cougar with blue where his eye whites should've been, and white silted pupils. He gave them a solution that would benefit both of us, which took some convincing for everyone to go along with, it being that his 'subjects' would help with our problem, and in return, they would now have food as well as free passage to this world, him stating that he would handle everything on his end. Though on our side, we had no understanding of how many there were and we still don't, so in 2016 we arranged for us to be able to visit his realm and study the creatures every week, and after you leave this room, it will be your job. You will be assigned a new wouskull to study, interact and take notes on.

Why is this kept secret?:
The answer is simple, it would cause panic. While yes people are aware of some of the wouskulls, which the government allowed to be shared, not only do they not know all of them, they are also unaware that the only reason these beasts are meant to help handle and control the population.
