i see a lot of people say that if Rachel were still around, Chloe wouldn’t give Max a second thought. i think that interpretation is such a disservice to Chloe’s character
Even if we say that Rachel and Chloe were together officially (Which we don't actually know,) and they were madly in love with each other (Which we don't actually know from Rachel's end,) I still think there's no way Chloe wouldn't feel instant affection at seeing Max again, even if it was strictly platonic.
Max was the person who was there for her before anyone was. She's someone who connects Chloe to the person she was before William, and Max moving away, and her estrangement from Joyce. While Chloe obviously loves Rachel, there's nothing about Rachel that actually changes the fact that Max is Chloe's childhood best friend who helps her tap into a version of herself that liked to play pirates and draw boobs on boy band trading cards.
Rachel is loved by Chloe, but Max has always been loved by Chloe and nothing could change that.
But even without that hypothetical, we see Chloe prioritizing Max, sometimes even more than Rachel, more than once in the actual games.
Chloe will change her phone screensaver from Rachel to Max (Which is extra crazy when we remember Rachel is missing 💀) if Max agrees with her enough times.
In Episode 5, Chloe will abandon her plans to avenge Rachel once Max tells her that Jefferson hurt her.
In the junkyard in BTS, if she hits the mannequin she'll say "Fuck you Rachel," but when she hits the camera she won't be able to bring herself to say fuck Max. Instead she'll say "fuck cameras."
Joyce will tell Max that despite having Rachel these past five years, Chloe has been telling her Mom that she wishes she could be be more like Max.
In Chloe's room, we can see that she kept a lot from Max, old artwork and photos and general keepsakes. Even after five years of no contact, she couldn't let her memory go.
Chloe is always going to care about Max, she has such a big heart and Max takes up so much of it. TBH I think saying that she would drop Max if she had Rachel, or drop Rachel if she had Max, severely underestimates how loving and loyal Chloe's character is. When she cares for someone, she digs her nails and won't let go without a fight. She's not someone who casts others from her life just because she has someone new. The past is just important to her as the present and future, and that means Max will have a spot open in her life.
