People love to joke about Maomao getting special treatment from the emperor (because as a woman she's not allowed to practice medicine) but I think that the truth is, he just doesn't care.
It's not that Maomao is special in his eyes and that's why he doesn't mind (although she is, he trusts her judgement and she saved members of his family many many times).
The emperor has been in love with the most independent "masculine" woman in the whole story his whole life, he dgaf if a woman practices medicine, dresses like a man, travels or does anything that's "unladylike". Changing the law is just probably a major pain in the ass.
We can see it in the light novels, with Jinshi. Passing the simplest laws requires so much bureaucracy and is almost impossible. Every decision is questioned every step of the way and he is working himself to exhaustion.
I think if the emperor could easily change the law, he'd do it long ago. He's not dumb, he knows it complicates his life. They stopped making eunichs, forbade non eunichs to enter the rear palace and women practicing medicine? Then who is gonna take care of the concubines?
Maomao is like a gift from god to him and I think any other woman who was good at practicing medicine and reliable would get the same treatment.
I don’t get it how people don’t see the fact that Mao Mao is an example of an unreliable narrator, she often says stuff that isn’t true to herself and people take it as if it’s gospel, PLEASE READ CLOSER. And yes I’m talking about jinmao.

Someone made a Maomao laughing maniacally compilation on YT and Jinshi's judging her ass so bad in like half of the clips. Observe:

On the surface, I don’t think the viewer expects Jinshi to—without any pushback, follow-up questions, or even much of a reaction—promptly drop the subject when he finds out why Maomao gave away his hair stick.
Of course his initial reaction is shocked (or not so shocked) anger that she would pawn off his gift, but the very second she admits she’d given it to Loulan—to Shisui—he backs down immediately. He doesn’t linger on the topic, and in fact redirects the conversation before she can feel pressed to say more.
If anything, I think he switches tactics almost too quickly to be casual. Because I think he inferred, by this admission alone, how much Loulan actually meant to Maomao.
He’d only ever asked her how she felt about Loulan once before, and she’d answered honestly, albeit through the haze of shock.
This answer, by itself, may not give Jinshi much to go on, but emotional intelligence is one of his greatest strengths. After Maomao admits she gave Loulan his hair stick—the token of his affection that he outright asked her to wear for others to see—I think Jinshi accurately read between the lines.
We know how much he cares for her, but I think this is the first time he’s ever seen her mourn someone. And instead of forcing her to elaborate, to possibly expose her grief before she’s ready, he changes the subject to spare her the pain that the topic clearly evokes in her.
This scene where Maomao mentions that laying beside each other isn’t exactly appropriate and Jinshi’s like: “I don’t frankly care.”
This man is on a MISSION to make his life a love story, she can’t get rid of him even if she wants to 🤣 he lives in her mind and refuses to pay rent.

Jinmao dynamic is lowkey crazy cause Jinshi will try to be very indirect with courting Maomao bc he doesn't want her to feel cornered or like he's forcing her to do anything.... and in return Maomao will pretend like there's nothing between them till he becomes unhinged. He's either extremly careful not to scare her off or (SPOILERS LN 7 ans 8) saying he'll make her his wife and branding himself a slave so no other woman can have him. No in between.

Maomao: Oh no you don't. You're either gonna be direct or I'm gonna act like there's nothing between us.
