Lean your head forward, preferably to knee level, and let the water kind of drain out of your mouth. When your are able to, take deep slow breaths. No heimlich maneuver or physical assists from somebody else should be used beyond this, otherwise you could vomit and escalate the issue. Its about keeping the larynx open. Hopefully this helps.

He is Henry's personal friend
Henry likes hanging out with him
Out of everyone in the Bowers gang, Victor is the only one with defined morals
As this post says, he asks Henry if he's okay, showing us that he cares about him
Not only does he have morals in the gang, but he is also the smartest, so he would probably know what's best for Henry if he were to ask him for advice
Despite harassing them, he also displays some concern for the losers' club, such as his remark to Henry "Come on, don't really cut him" when he was going to carve his name on Ben's belly, and his warning to the losers about Henry when they were in the sewers. Shows that even if he hates them, he would still help them out as they too, are human like him (I know this seems off topic, but I feel like it's still worth mentioning)
All in all, Victor seems to be the best option out of everyone, feel free to tell me anything I got wrong, and if you disagree with me then you will face my wrath.

My wonderful little IT oc Cory Loimer who is just a critter (ft. His drawings of a clown he saw and a turtle with no connections at all)

He is 6 years old (still deciding on the date he was born on)
He is a smart kid for his age (like Einstein levels of smart, A++ type of smart)
Because of his intelligence, his elementary school wanted him to skip grades and enroll him in grade 10. His parents agreed to this (they're also smartie pants).
It's been hard for him to try to talk to his elementary school classmates because they would just throw shade at him: "Look, it's mister know-it-all". At least he still has his friends who aren't mean to him, who are definitely alive and well.
If he partakes in an activity that his parents deem "useless" they'll force him to quit it (I.E fine arts)
Likes learning stuff by himself.
With all of the limits he has on him, he became bored
He feels like he knows everything, people tell him he knows everything, but that doesn't stop him from wanting to know more.
His first-ever old friend was Stanley Uris!!! He found him to be so awesome and cool (and he was also Jewish which he wanted to know more about), he just started to follow him around like a duck, yadda yadda happens and then he joined the Losers club!!!
He started to intentionally mess with people's belongings just so he could see how long it takes for them to notice something is wrong with their stuff (and maybe ask him if he could fix it if he happened to be in the area)
Most of his fears are complex for his age (maybe because of his parents) but he is also scared of your generic monsters like Frankenstein's monster, zombies, all that stuff.
Under all of his intellect, he is still a child.
Hope this was a fun read! Still planning to add more to this hot mess.
