In court (regarding the violent attack which took place on September 11th, 2015) Alex Lilly pleads no contest to the lesser included offense of attempted assault in the second degree, which is a class B felony, and is convicted of that charge and placed on probation for a period of 3 years. The person who was attacked continues to suffer hardship & require therapeutic treatment for traumatic brain injury.

[Hearing date for Stalking Protective Order against respondent Alex Lilly] The woman who petitioned for a Stalking Protective Order against Alex Lilly settles to acquire a strong permanent civil no contact order against him, which includes the stipulation that if he is ever found to have violated its terms, she will automatically be awarded a permanent and final criminal Stalking Protective Order against him. Assembled on the petitioner’s side are six witnesses (whose difficult, brave, & disturbing testimony is precluded by the settlement), and approximately twelve additional supporters. There is a sense of disappointment that the intervention of the legal system was required in order to end this relentless and obsessive abuse, but also a sense of relief and hope that Alex will abide by this permanent Civil No Contact Order & will leave this woman and her loved ones alone.

Alex’s RIOT COP bandmate Candice, posting under the instagram handle “canvas_schredder” makes multiple instagram posts depicting herself (left) and Alex’s other RIOT COP bandmate Stacey (right) striking apparently gloating and celebratory poses in front of a wall of photographs from a confidential evidence archive (documenting evidence of extensive stalking & harassment) submitted to the attorney of the petitioner (a woman who was forced to move multiple times in the span of a single year because of continual stalking & harassment) for a Stalking Protective Order. We presume that these confidential evidence photographs were obtained by Stephen J Doyle, the attorney of the respondent (Alex Lilly) as part of the legal discovery process which precedes such hearings.  We also presume that this is a highly unconventional & inappropriate use of confidential evidence in a Stalking Protective Order hearing. These instagram posts are made mere days before the Stalking Protective Order hearing in which Alex Lilly is the respondent (January 8, 2016).

Following the publication of a Willamette Week review of an exhibition of Alex’s artwork in the downtown framing store and gallery Right Side Art, photocopies and torn-out fragments of the review from the paper are found pasted up in multiple locations around Portland, including in the neighborhood of the person who is still receiving therapeutic treatment for traumatic brain injury from a brutal attack in September. New posters in Alex’s signature style also appear, some which seem to make oddly specific (though paranoid & defensive) reference to his impending Stalking Protective Order hearing; and some of which, again, declare Riot Cop’s rhetorical “anti-racist / anti-sexist / anti-homophobia” stance, while paradoxically using ISIS imagery (an organization we are fairly certain does not embody these values).

The timing of these escalations after a fairly lengthy period of calm coincides with a pattern we have observed & remarked upon before.

In the aftermath of the violent attack which took place on 9/11/2015, one of the women who Alex had been targeting with intensive stalking & harassment for over a year obtains a temporary stalking protective order against him.  There will be a hearing in the future to determine whether this order will become permanent.

In the immediate aftermath of the violent attack which took place on 9/11/2015, blank white sheets of paper are found pasted up over numerous of Alex’s harassment posters on Alberta Street & Mississippi Ave.  Upon closer inspection it becomes clear that these are, in fact, riot cop posters which have been pasted up in reverse.  It is unclear whether this represents a de-escalation or an escalation, since it is identical to the “whitewashing” activities he became known for while escalating his aggressions in other situations.

At approximately 5:00pm, someone matching the description and appearance of Alex Lilly attacks a stranger at a cafe at 24th and Alberta by hitting them in the face with a skateboard. The person later goes to the emergency room because of severe head and neck pain, as well as persistent disorientation.  The person files a report with the police at the hospital. Fresh harassment posters are also found in the vicinity.  These include a number of the posters which are pictured in the entries for 8/16/2015 and 8/27/2015 (which bear photographic likenesses of two of the people who he has been targeting with intensive stalking & harassment for five months), as well as a new poster which features only text and appears to make cruel reference to abuse allegedly suffered by its target at an earlier point in their life. The attack took place in front of multiple witnesses, including workers at the cafe, who provided a description which matched Alex’s appearance.  The workers also said that they had filed a disturbance report with the police in which they described the incident.  Later, the person who was attacked also provided photographs which appear to verify that the assailant was Alex Lilly.

The people being targeted with aggressive campaigns of stalking brace themselves, due to a shared perception that Alex tends to escalate the intensity of his aggressions when he receives any kind of public or semi-public expression of validation for his abusive behaviors.

More similar harassment posters are found outside of a workplace where one of the people Alex has been targeting occasionally works. Dozens are also found pasted up in the Mississippi neighborhood, and comrades find at least two stacks of twenty or more copies which have been haphazardly deposited in the grass at different places.

Upon returning from a lunch break, one of the people being consistently targeted by Alex Lilly’s recent campaigns of stalking & harassment finds posters pasted up outside of the front door of a workplace where they are working an on-call substitute shift. This person decides to take the posters down, is asked about it by sympathetic co-workers, and shares details of Alex’s recent activities with them.  Later, after this person finishes an 8 hour shift, they discover that the back tire of their bike (which had been parked approximately 8 feet from where the posters were placed) has been punctured and is entirely flat. Naturally, this could be merely a striking coincidence.

-- Perhaps it’s worth reiterating at this point that, unlike the people he has been targeting, Alex draws his income from the arbitrary rent he extracts from tenants and is therefore not subject to hourly waged labor.  He apparently makes use of the time he has thus emancipated to conduct these extensive & obnoxious campaigns of abusive stalking & harassment.

More of the posters mentioned and documented on 8/16/2015 are found in the vicinity of the same woman’s work-place.  It is unclear whether they were again put through the mail-slot in this instance.

Alex Lilly has also angered large portions of the Portland street art and graffiti milieu by continually pasting his harassment posters up over their work. In response, we have frequently seen evidence that street artists have been tagging over his posters, destroying them, and frequently covering over them with 'slap ups' which are put up by hand, usually quickly. Today, a photograph is posted to instagram of a new Riot Cop poster which has been wheat pasted over thumb-tacks, presumably to cause injury slap-taggers. Instead of just not destroying other people's art in order to conduct campaigns of stalking and harassment, Alex Lilly has chosen to take this dangerous action. People with children have also expressed concern for children who frequently drag their bodies and hands across walls.

New posters which feature photographs of the woman Alex Lilly was seen physically threatening on 7/26/2014 as well as on May Day 2015 are again found shoved through the mail-slot at the woman’s new workplace and also pasted up on many stop-signs and buildings within approximately a 5-block radius of her workplace.  Some of these posters also feature photographs of a man who has offered her support and also subsequently been targeted with stalking and harassment.  the text content on the posters is simultaneously self-pitying and menacing.  On the reverse side is an enabling, dishonest, and gas-lighting letter written by a tenant who is dependent on Alex Lilly’s good graces for housing.  The letter casts Alex as an innocent victim at the center of a conspiratorial “witch-hunt” and again inaccurately accuses the people he has been targeting of sending fraudulent letters and making telephone calls to the city.  A collectively-authored rebuttal to this dishonest letter can be found here. Multiple concerned communities are merely documenting and sharing accurate information about Alex’s ongoing campaigns of stalking & harassment, despite his having been asked to observe three very simple agreements.

Posters specifically addressed to the woman Alex Lilly was seen physically threatening on 7/26/2014 and also on 5/1/2015 are shoved through the mail-slot at her workplace and found by her co-workers in the morning.  Her co-workers call to let her know and express a desire to call the police & give the flyers directly to them.  She asks that they refrain from this action for the time being.  She has already been forced to give up all shifts at one workplace, and he is now targeting her at her new one.  Flyers are also found pasted up outside of one of the houses where this woman has lived in the past year.  she has moved repeatedly due to Alex’s stalking.
