Given that he was, at the time, sharing a room with Charlie, this creates two possible scenarios:

The dragon-hide is sustainably sourced and dragons weren’t killed to make it. The profits from the clothing are used to continue conservation work with dragons, and Bill bought it to support a cause close to his little brother’s heart. 

Bill is a complete himbo and didn’t realise that clothing made from the hide of (presumably murdered) dragons would probably not be the best thing to wear when sharing a room with Charlie “I work on a dragon reserve and have adored these creatures my entire adult life” Weasley. 

I personally don’t believe Bill did this deliberately just to upset Charlie, because -while I do not have the highest opinion of Bill compared to the rest of the fandom- I don’t think he’s malicious by any stretch.
